    I now assume the speaker was Usain Bolt and the question is "What does [Usain] Bolt mean when he says ...?" However, I initially assumed the question was about the definition of the word "Bolt".

    I've had a look at the reports regarding the race. The feeling seemed to be that when Bolt beat Gatlin in the earlier 100m race despite not being the pre-race favourite, Gatlin had become nervous about the 200m, while Bolt's confidence had increased. I think what Bolt is suggesting is that Gatlin knew that Bolt was now well prepared mentally for the 200m, and this helped to give Bolt the edge he needed to win.
