    I think, Question 47 is c, but the answer key says that 47 is a.

    I think 47 cannot be a , please help me!

    Present tense is used for situations that always happen or happen on an on-going basis. I study English. I speak Italian. I think she is hot.

    The program is well established and the result is predictable, so present tense is appropriate.

    I think, A is correct as meaning. But C is correct grammatically.

    It because "by the ... " is generally used in pefect tenses.

    And These questions are academic questions so We should consider that the answers must be correct grammatically.

    The only response not 'grammatically correct' is D, because the verb and noun (passengers/has been) do not agree in number.

    In order for C to be correct in meaning, the passengers would have to be ready before the end of the training, and that is absurd. Why continue training if they are ready?
