No. It's a general statement about something that's always true, so present tense is used. The timing of one's forgetfulness doesn't change that.
How about 'I forgot the fact that you would not come tomorrow'?

I'd say, 'I forgot (the fact) that you weren't coming tomorrow'.
The backshifting is also acceptable.
Both the that-clauses in post#1 and post#7 are general statements about something that's always true, so why is backshifting acceptable in the latter but not in the former?

That's not a general statement about something that's always true. It's a statement about what people thought (or didn't think) in the past.
