    in connecting people

“Britain invented the railway, and it changed the world more than any one thing in connecting people before the Internet.”

What does 'in connecting people' mean here?
    By connecting people?

Having read the above, I think 'in' here means 'in terms of' instead of 'by', but I am not a teacher.
