    Do they have same meaning and are they grammatically correct?

    They are grammatically correct.

    The difference is that 'some' is missing from #2, suggesting that everybody believes it.

    Try:

    Some believe that it might be better to keep your enemies closer than your friends.

    This is in reference to the common saying "Keep your friends close, but your enemies closer."
