"had"

Options are:
had
has
have
want
What will be the answer?
why not "had" can be the answer?
I am considering "had" because "could" is mentioned before it and which is in past tense.

Both had and has are possible. The latter works only if the assignment has not been completed at the time of speaking.
I think "has" would work better with "cannot" as a verb.
