    confusing with the position of adverb

    the first Example:
    The architectural floor plan for a building is primarily a diagram of the location and function of each area of the building.
    why is the word "primarily" after v.to be? i understand that adverb can't match with v.to be.
    the second example:
    The theatre is perhaps the most complex of the arts.
    Why is the word "perhaps"after v.to be? why isn't it placed in the front of the sentence?

    Who told you that? It is completely untrue,

    The theatre is perhaps the most complex of the arts.
    Why is the word "perhaps"after v.to be? why isn't it placed in the front of the sentence?
    It's a matter of style. Placed where it is, the doubt/possibility suggested by 'perhaps' applies most clearly to 'the most complex rather than to the sentence as a whole. Compare

    Perhaps the theatre is the most complex ...; perhaps the cinema is.
    The theatre is perhaps the most complex ... ; it is certainly more complex than many other forms of art.
