Please tell me the meanings of these English about schools

    Dear teachers,
I read an article about college education, but I can not understand the English about school.
The following three paragraphs are parts of the article:
The college operates on a quarter system, with three 11-week terms in the regular academic year....
In the three 11-week term, classes for five quarter hours of credit meet four full hours per week, and laboratory courses meet five full hours per week. Classes meet on Mondays, Tuesdays, and Fridays for one hour total time scheduled for laboratories. Courses for less than five-quarter hours meet for fewer hours per week.
Scheduled physical education activities and fine arts participation activities meet for one hour twice weekly or the equivalent time once a week.

Is quarter hour a meaning group? I mean a quarter hour is 15 minutes, right? or hours of credit refers to credit hours here? If so, what does quarter mean here? three month?
What does "meet" mean here? does it mean "be equal to"?
What does "five quarter hours of credit meet four full hours per week"? 75 minutes and four full hours, how do they equal each other?
Since lab courses need five full hours per week, why do classes meet on Mon, Tues, Fri for one hour total time scheduled for lab? There are only three hours, right? It is still short by 2 hours.

I am totally puzzed and frustrated. pleas help.

p.s. the following is the whole article in case it is needed.
The college operates on a quarter system, with three 11-week terms in the regular academic year. A fourth quarter is offered in the summer and is divided into shorter sessions during which only one course at a time may be taken. A full quarter may be earned if a student enrolls for all of the summer sessions.
In order not to interfere with class schedules at other times, Wednesdays are used for off-campus field trips, education participation assignments in public schools, off-campus physical education activities, faculty meetings, committee and council meeting and other special activities.

These are not quarters of hours, but quarters of years. Each 13 week quarter has 11 weeks of study followed by two weeks off.

You have already posted this question here: This drives me crazy, help!

If you weren't happy with the responses there, you could have asked more specific questions in that thread. Please don't start a new thread with the same question; it can waste people's time.

Additionally, a better title would have been The college operates on a quarter system.

    Extract from the Posting Guidelines:

I am sorry for reposting. In fact, the early thread was posted accidentally because of slow response of my computer or network, the page seemd frozen then and I clicked some keys and the next thing I knew was that the thread was published.
I wish the moderator could delete that early post.
I asked specific questions here, I hope people help me solve those puzzles.
