    Shall we skip this topic?

    What is the difference between these sentences? I am talking about changing topic. Which one is natural?

    The first means nothing to me. The second is fine; it is a suggestion that we do not deal with this topic - we pass on to the next.

    You use "pass" but you say second one is fine.

    That's OK, though I'd use 'move on' rather than 'pass on'.
