What does 'channel of communication' mean?

I'm reading an article that says in the title that Obama told Pentagon to open/establish a channel of communication with Russia.

Does that mean to provide ways to communicate with Russia, or does 'channel' here refer to an actual tangible channel of communication?

President made the the U.S. Department of Defense contact the Russian government counter-partners to discuss and coordinate military activity of both countries in Syria.

Re: What does 'channel of communication' mean?

In the days of the Cold War, there was a physical line of communication between the US President and the leader of the USSR - a separate (dedicated) telephone line. I doubt if this still exists, and Rover's guess strikes me as 'on the money'.
