Can I use (TO) after the verb (LEAD) ?
After what verbs we can not use (TO)?

1-- Yes: all roads lead to Rome.
2-- I don't think that a comprehensive list of verbs that are not followed by 'to' exists. Some do not take the preposition-- (X) hear to, sit to, eat to-- and others take only the bare infinitive- make do, let do-- or the participle-- keep doing, enjoy doing.
