    Doubt in tense

    Hi,

    I have a doubt with regard to tense. Here is the passage:

    While the prior appropriation doctrine is still important in many western states today, changes over the last 30 to 40 years to accommodate more environmentally friendly beneficial uses, such as instream flows (i.e., leaving water in the river to support fish, aquatic species, and riparian health), have been significant. These changes are enough to lead some commentators to proclaim its “death” as a legal doctrine or to call it “alive but irrelevant.”

    My doubt is, is the verb are OK here, or should it be have been?

    I think 'have been' works better in that paragraph.
