    Doubt in tense/verb form

    Hello,

    I have a doubt in the verb form/tense in the following passage I had to edit recently:


    This section captures the nascent movement of American society and values in the nineteenth century, particularly in its closing decades, toward new ideas about the proper relationship of humans to nature. Although largely confined to a small number of elites, the ideas presented here undergird two important environmentally based social movements that eventually have a profound effect on government policies and bureaucratic agencies with responsibility for managing public lands and natural resources.

    Is the original correct? (I doubt)
    Should the verb form/tense be were to have or would have?

    Would appreciate your explanation. Thank you!
