In the American Reunion movie Stifler used the expression "Lard Arms" - is that expression often used in English to describe "fat arms"? is it only funny expression normally not used?

It's meant as a humorous insult, yes. However, the person it's referring to probably would consider it insulting rather that humorous.

Another similar variation is 'lard *ss', which again the target of the ridicule wouldn't find funny.

WE have the same in BrE, where it is lard arse.
