    come up or come on

    I am confused as to whether use "come on" or "come up" to describe computer application related issues.

    a) Whenever I start my windows in safe mode itunes does not "come up/come on".
    b) My computer comes up with an error message.


    Could you tell me the difference between "come up" or "come on" in this context?
    Could you give me more ideas about how to describe such situations?

    I wouldn't use either.

    a) Whenever I start Windows in safe mode, iTunes does not load.
    b) My computer displays an error message.

    Come up; to me this relates to a program which I know is in there; I'm just waiting for it to function properly.
    Come on; that suggests it was switched off earlier, and now needs to switch on. It reminds me of ancient radio (wireless) from childhood which needed to warm up.. But I think these phrases are very similar.
    Maybe Come up is more from today's world of computers. I think of it as the contents of the screen rising from the box under my keyboard up to the screen just above.

    "Come up" is fine.
