    (A) will cross (B) will be crossing (C) has crossed (D) had crossed
    The answer to question #11 is option B. What's wrong with option A?

    A is possible, though it has a different meaning.

    He will cross the Pacific Ocean when the telegram reaches him. - The telegram will reach him. Then he will cross the ocean.
    He will be crossing the Pacific Ocean when the telegram reaches him. - He will start to cross the ocean. Then the telegram will reach him.

    I take it to mean 'He will start crossing the Pacific Ocean immediately after the telegram reaches him.'
