[Idiom] Not sure it's really soaked in <- what does this mean?

and wondered what does "not sure it's really soaked in" mean. Does it mean if it is real?
is it a slang or idiom?

It means she's not sure whether she's fully understood (or appreciated, processed, assimilated, integrated) all the consequences of what happened.

The meaning is clearly what Raymott says, but in BrE I've only ever heard 'to sink in', not 'to soak in'.

Yeah, probably that's why I can see the meaning "sink in" in the dictionary but "soak in".

In the US, we would use "sink in".

Probably the person just chose the wrong word. Soak/sink are pretty close. I could see someone doing that unconsciously.
