This is the first time I have had to sit quietly and write you back.

The meaning of this sentence is not clear to me. Please say what the sentence means.

It's badly written. It means "This is the first opportunity I have had to sit quietly and reply to your letter/email".

No, no, no- it means: Never before have I been forced to remain calm and reply to your message.

Please note that a better title would have been to sit quietly and write you back.
