If you mean grammatically correct, it would be if you added a period to the end of the sentence.

Whether it's true or not, I can't answer.

Again, you forgot your period.

With punctuation, it would also be grammatically correct.

@Skrej, How can I add a full-stop? I think it's wrong to put a full-stop there. And yes, when I write it alone, I'll do that then.

@Tarheel, I tried to translate it. It is used in my language. Do they make sense? What do they mean?

Untaught88, you are right. Putting a full stop at the end of your sentence when it is followed by quotation marks and a question mark would be incorrect.

The world survives on hope.
Is "The world survives on hope" correct?
I would like to say "The world survives on hope".
