You could call it a pen holder or a cup.

I would call it either a pen holder or a desk tidy.

Note my changes above, marked in red. It's important to follow these rules of written English at all times:

    - Start every sentence with a capital letter.
    - End every sentence with a single, appropriate punctuation mark.
    - Always capitalise the word "I".
Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.

You could call it a desk tidy (click on the underlined link).

I have changed the title of your original post. We don't start a question with 'How to....'

I think 'desk tidy' must be a BrE expression, as we'd call them 'desk organizers' in AmE.

A desk tidy or organizer has multiple compartments or spaces to sort out stationery on the desk.
The container seems to be designed primarily to keep pen/pencils, judging from its size and dimensions.
I would go with Mike on the name - pen/pencil holder or cup(being round).
    I am not a teacher.

I agree that it's a bit ambitious to call that a desk tidy. If it's meant to be one, it's not doing a good job.

Maybe I have been living outside the UK too long, but I would call it a pen holder.
