" Government hosptial to have help desk." In this sentence i am not getting why "to" is put before have. I just want to know the why which rules this sentence is formed.

What you have quoted is not a sentence. It's a news headline in which words are left out to save space.
The news report will go on to say that a help desk is to be provided in a government hospital.
