Is this sentence right?

It can't be correct unless the sentence begins with a capital letter and ends with a period/full stop.

"So", "I", and "Will" need to be capitalized.

"I" and "Will" are not the main question. My question is the sentence right or not, i mean is it "asked the has-been" or "asks the has-been"?

It depends- both tense could be correct, but it's hard to say without knowing the wider context.

All reactions are factually correct, but are they are not addressing the issue, except Tdol's. Both "asks" and "asked" may be correct, as both tenses can be used here, but the usage of the present tense "asks" is rather unlikely. Instead, using "is asking" will be more likely if the action is occurring at the moment. More tense options: "asks-is asking-has been asking" and "asked-was asking-had been asking". Please pay attention to correct capitalization, indeed.
