    Looking at FDI flows/flowing into

    Looking at FDI flows into Vietnam as a whole, there have been only 1,068 new projects with regarded capital of $6.92 billion in the first seven months of 2015, up just one percent compared to the same period of 2014.

    I am confused about the using of "flow" here. Should it be "flowing"?

    It's plural, one flow - several flows.

    Thanks. I am not sure what you meant by this.
    I am thinking that after "looking at" should be a noun not a clause.

    'Flows' is a plural countable noun used after 'looking at'.

    Looking at investment flows. What kind of investment flows? Foreign Direct Investment flows.

    I would use 'was' instead of 'is' because the sentence refers to the past.
