    Wink "as" or" what"

Air is to men as water is to fish.
Can I change "as" to "what"? why

    Re: "as" or" what"

First of all, may I know what does it mean by "Air is to men as water is to fish"?

As for ur question, I think you should not change 'as' to 'what'.Because the sentence will then be ungrammatical.
