    Is this correct? Should we use "sent" instead of "send"?

    You have to use send,​ as you wrote. "To send" is an infinitive. "To sent" is meaningless.

    Which tense is this? Is "required" adjective here? If not, why do we use past participle after "are".

    "Required" is not an adjective. It is part of the passive voice. The verb "are" makes it present tense.

    It is sometimes difficult to know whether a past participle form following BE is best labelled as an adjective or part of a passive construction. It doesn't really matter. It makes no difference except to people who feel that it should be possible to give a precise and accurate part-of-speech label to every word in every utterance in the language.

    Note that whether it functions as a modifier or part of a verb tense/aspect, the past participle often follows a present tense form:

    I have seen that film.
    The programme is watched by millions every week.
    Peter is worried.
    He gets bullied every day at school.
    .
