    Plastic bags burn

Plastic bags burn with a very bad smell.

I understand with plural we don't change the base form of verb i.e. we don't add "s" or "es". So we have used "burn" not "burns". Am I correct?

I understand we add article only before noun. I could not understand why have we used "a" before "very". Please clarify.

    Re: Plastic bags burn

You are correct about the verb.
We use articles before a noun phrase, a word or phrase of which the headword is a noun. The noun phrase in your example is a very bad smell -
