How can I rewrite this paragraph?

I have received an email and I find the underlying phrases/clauses strange.

As regards the upcoming enrollment, the general office has received a few enquiries about requesting for course substitution. Under normal circumstances you should have no need to deviate from the standard curriculum, except in very exceptional circumstances that have impact on your graduation plans.

Could you please tell me whether they are properly used. If not, how can I rewrite it?

    Many thanks!

Re: How can I rewrite this paragraph?

The underlined parts seem fine to me with the exeption of the "have" before "impact".
