    A litle context would help mmzhaf. For example, was it in a dialogue such as the one below?

    Employee: I'd like to take tomorrow off if you don't mind.
    Employer: That's fine by me.

    Well, to be fair, the OP did answer the question in post #4 by saying "I read it in Summit 1". I realise that doesn't give us actual context or anything useful but it does adequately answer the question "Where did you read this phrase?"

    We have the source- it's enough. In most contexts fine by me means that something is OK/acceptable to the speaker.
