Well, to be fair, the OP did answer the question in post #4 by saying "I read it in Summit 1". I realise that doesn't give us actual context or anything useful but it does adequately answer the question "Where did you read this phrase?"

We have the source- it's enough. In most contexts fine by me means that something is OK/acceptable to the speaker.

I just wanted to remind you that it might be a good idea -- in my OPINION -- not to use that expression until you become more fluent in speaking English. Sometimes "fine by me" can be very rude.

Mona: I'm sorry, but I don't think that we should date anymore. I believe that our interests are so different that we could never have a good relationship. I hope that you understand.

Raul: Fine by me! (= I could not care less! I was thinking about getting a new girlfriend anyway! I'm so glad that I won't be seeing you again!)

It is the tone in which it is said which makes it rude, not the words themselves. The same could be said of many, many otherwise innocuous expressions in English.

As long as the OP doesn't say 'fine by me' with a snarl on his/her lips, then it's not going to be perceived as rude.
