    Why havent't you gone

Why haven't you gone to school?

Why didn't you go to school?

Are these OK? If Ok, under what circumstances we can use 1st one and not 2nd one?

    Re: Why havent't you gone

Neither is OK. You don't need "the" before school in either one and you've omitted "to" after "go" in the second. Please post the sentences again, correcting those errors.
Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.

@suniljain: Who are you addressing these questions to? Can you describe the context?

I am addressing this questions to a child at evening time who had not attended the school today.

In that case, say 'Why didn't you go...?'

If you are asking him/her during school hours, say 'Why haven't you gone...?
