    Question about a passage

I am confused with the usage of the underlined parts below.

As Lunar New Year comes, criminal activities such as theft in this estate would be probably more active. In order to enhance the sense of anti-crime and give not a single chance to thieves, residents should bear in mind the following points: -

Why is "would" being used in here and can it be replaced by "will"? Also, is there an expression - give not a, in English? Many thanks!

    Re: Question about a passage

The use of "would" in the first part suggests a possibility/probability. The writer can't be certain that criminal activities will go up. It should be noted that the first sentence is rather unnatural for me. "Criminal activities" aren't "more active". The criminals in the area might be more active or criminal activities might be go up/rise.

"give not" is OK. It's rather stylised but I might say something like "I can honestly say I gave not a single moment's thought to what would become of him once we were separated".
Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.

    Re: Question about a passage

Please note that a better title would have been give not a single chance to thieves.

    Extract from the Posting Guidelines:
