    It has not

    It has not rained there in the past 20 years.

    I understand we can't use "been" before "rained", but I could understand why and what difference it makes?

    It has not been rained is not a possible verb form. It seems passive, but RAIN is normally intransitive. It has no passive form. Your sentence requires an active form.

    "Rain" also has a transitive use.

    Does it mean that we can't construct passive; if the sentence contains intransitive verb?

    Intransitivw verbs have no passive form.
