    It seems to mean between "two of many evidence procedures", unless the surrounding material indicates what the other thing is. You can't have a conflict between one thing.

    It looks like an editing error. The author probably meant the real conflict is often between [or "among"] many evidence procedures.
    I am not a teacher.
