I saw many people would write "Please arrange payment" on an invoice when they passed it to the accounts department for payment.

I wonder if we need to use an article before the "payment".

Each department should have a rubber stamp saying 'Approved for payment' on invoices passed to the accounts department.

Alternatively, the accounts department should assume that all invoices passed to them have been checked and approved.

In your sentence, 'payment' does not refer to an amount of money.
What will be arranged is to pay instead of an amount of money.
