what is "blanket work" in the following sentence?

Under the E-2, visas are granted for periods of up to five years and are renewable indefinitely. Spouses of E-2s are able to obtain blanket work authorizations to work anywhere in the U.S., as well.

Re: what is "blanket work" in the following sentence?

It's not "blanket work" it is a "blanket authorization."

"Blanket" means it covers anything. It is not an authorization tied to one employer. It can be used for the spouse to work anywhere, for anyone, in the country.
