    building stock

    Hi,

    Could anyone please tell me what "building stock" refers to in the phrase below?

    The National Broadband Plan defines the Smart Grid as the “two-way flow of electricity and information to create an automated, widely distributed energy delivery network.” The top contributors to GHG emissions in California are on-road vehicles and the existing building stock.

    It means all existing buildings.

    The first sentence is about electrical and information connectivity while the second sentence is about gas emissions into the environment. I do not see how they are related to have them together.

    They use fuel and/or electricity and they both release greenhouse gases. Presumably the plan is about reducing the emissions from these sources.
