    meaning of "communities"

    Ths is taken from VOA Special English education report.In the 1950s, the (Norway) government began requiring students to attend school until the age of sixteen instead of fourteen. Communities had almost twenty years to make the change. So some students went to school for seven years while others went for at least nine years. Ok. What does 'communities ' mean here? Does the sentenc mean the government took almost twenty years to change the years of compulsory schooling? Please help me out. Thank you.
