the average war kills fewer people

Does "the average war" refer to "the ordinary war/the conventional war"?

    ----------------------
We may be living in the most peaceful time in the history of mankind, argues scientist Steven Pinker, in part because the average war kills fewer people.

No. It means that on average wars kill fewer people these days (since 2000) than they did in previous years.
“Every miserable fool who has nothing at all of which he can be proud, adopts as a last resource pride in the nation to which he belongs; he is ready and happy to defend all its faults and follies tooth and nail, thus reimbursing himself for his own inferiority.”

And not only that, but wars of all types (civil/between states/international) kill fewer people today on average according to him.
