1) They arrested the children of the ministers.
2) They arrested the children of ministers.
3) They arrested children of the ministers.
4) They arrested children of ministers.
In which case:
a) all the children of all the minsters were arrested
b) some of the ministers' children were arrested but every minister had at least one of his children arrested
c) the children who were arrested were children of ministers but not all the ministers' children were arrested
The first one, does, I think, make the most sense. Of course, that depends on the facts of the matter. (I am thinking of it in terms of a news story.)
