the meaning of "make that so"

Dear all,

In the passage below, what does "make that so" mean? What do "that" and "so" refer to respectively?

...Dogs, whose olfactory sense is one million times more sensitive than ours, use smell to gather information about the world more than they use sound, and their *attentional filter has evolved to make that so. If you've ever tried to call your dog while he is smelling something interesting, you know that it is very difficult to catch his attention with soundーsmell is a more important sense than sound in the dog brain....

*attentional filter: neurons constantly monitoring the environment outside of their conscious awareness to setect the most important things for them to focus on

My guess is as follows:

that=dog's olfactory sense (smell)???  so=so sensitive????

"That" is the fact that they use smell more than sound.

"So" is not an intensifier here. To "make something so" is to bring it into existence, or to cause it to happen.
