    On the Wire

    What is the exaxct meaning of "on the wire" in the following text?
    Radical disruption and divergent learning is on the wire.

    The passage is from a text about using tablests, laptaps and ... in education.

    The author does not know how to write clear, useful English. The sentence means nothing to me.
