    Does "I think he has a real possibility of, having surged amazingly, to miss the golden ring" mean "I think he has a real possibility of missing the golden ring after having surged amazingly"?

    If so, "to miss" should be "missing" instead?

    Yes. Cruz lost the thread of his sentence along the way. It happens a lot in public speaking. American newspapers used to edit out these stumbles (and I think speakers tended to speak more carefully); now they try to report every word of a quotation.

    Yes, and yes.

    If this is a real quote, people often make mistakes in speech that they wouldn't make in writing. 'Having surged amazingly' probably came to mind after the sentence had begun, and this spoilt the end of it.
