    Which do I use and why?

    Randall Avenue is in-between Alta Vista Drive and Bank Street.
    Randall Avenue is in between Alta Vista Drive and Bank Street.
    Randall Avenue is between Alta Vista Drive and Bank Street.

    Between Alta Vista Drive and Bank Street is Randall Avenue.
    In-between Alta Vista Drive and Bank Street is Randall Avenue.
    In between Alta Vista Drive and Bank Street is Randall Avenue.
