Is he installing the tiles in the floor?
is he fixing tiles into the floor?
Is he doing the tile work on the floor?
Is he setting up tiles in the floor?
Is he tiling the floor?

How do native speakers say it when a mason is doing this thing? Tell me the most natural way you describe this activity.

'Mason' is an uncommon word for this person. He's a tiler.

My great grandfather was a mason. He used to carve gravestones. If these guys are cutting their own tiles and paving stones out of quarry rock, I'd grant that they are masons.
