    Suwon is the capital of Gyeonggi-do province.

    1. Suwon is the capital of Gyeonggi-do province.
    2. Suwon is the provincial capital of Gyeonggi-do province.

    Does 1 work even without "provincial"? Suwon is like Toronto of Ontario Province in Canada.

    Yes. Provincial is redundant; the sentence is better without it.
