    Threat, Fear and the Tightening of the American Mind

    Does "Threat, Fear and the Tightening of the American Mind" mean "Threat (of the American Mind), Fear (of the American Mind) and the Tightening of the American Mind"?

    Or "threat (from outside of America/rest of the world), fear (that haunts American people) and the tightening of the mind of American people"?

    Not to me- the article talks about states that have tighter (more restrictive) laws and rules, with greater enforcement, and the impact this has, compared to states that have less restrictive systems.
