    not happening only in pool

    1.These problems are not happening only in pool(=>poor) countries.
    =>2.These problems are happening not only in pool(=>poor) countries. (but also in advanced ones)...

    Can 1 make sense? What about the positions of "not" and "only"? 2 is a corrected one.

    Pool countries doesn't mean anything to me, but if that term means the opposite of advanced countries, sentence 1 makes sense. Sentence 2 would require more verbiage; for example, you could replace the period and open-parenthesis with a comma.
