Yes, that is one definition given here (God knows why, but it's Longmans again):
By "to stop someone from leaving as soon as they expected [= delay]", they mean that to detain someone can mean to stop them leaving at the time that they had expected to leave. "As soon as" is not used typically here. It simply means 'when' here.
