    Does " have Nicholas Cage to blame" mean "have a whipping boy to blame"?

    I checked out Nicholas Cage in Wiki and found that he's exactly the famous actor who often plays the role who has potential magical power. So Nicholas Cage refers to "a mysterious factor that causes troubles" here?

    No. It's just a joke about coincidental correlations.

    Look up "whipping boy."

    We don't blame whipping boys. We whip them! We blame scapegoats.

    If we compare how many films he makes a year, the rise and fall does correspond to the number of drownings in swimming pools in the US. However, it is a well-known example of a coincidence and not a causal relationship- he is not to blame. You can see something simialr people using plastic bags and dying early in the UK. It's not the plastic bags that kill people, but people who carry their stuff in plastic bags tend to be poorer and the wealthy have better access to healthcare. Nicholas Cage's film output and swimming pool drownings is simply a coincidence.
