I want to talk to Jane over the phone.

"Could you please put me through to Jane" or "through to the department in which Jane works".

"Could you please put Jane on line".

Please check.

I would use the first; you want to speak to Jane, not to the department.

"Could you please put Jane on line".
That's unnatural and may sound like you're giving an order.

"Hello, this is Tufgy. Could you please put me through to Jane?"

In the US, we always expect people to state their name when they ask to talk with someone on the phone - both at home and at work.

Also, if you are going to ask to be put through to a department, it would be better to give the name of the department.

I find neither of those very natural.

Could you please also suggest me the way in which I can ask to talk to someone over the phone?

tufguy, you might try saying Could you call Jane to the phone, please? or Could you put Jane on the phone, please?

I wouldn't use those when calling an office. They would be OK to me when calling someone's house.
